Background and Discussion:

This change in contract is needed to complete the construction contract for this project. Federal Flood Control Project Channel Modifications Discrete Segment 104 White Oak Bayou Cole Creek to Hollister Street includes the installation of approximately 1.65 miles of 10-foot to 12-foot width concrete sidewalk bike trails, concrete sidewalk pedestrian access paths and wheelchair ramps, and excavation and regrading approximately 4.65 miles of drainage channel, including installation of backslope swales. The purpose of this contract change is to adjust Grade 1 Riprap, 6-lnch Concrete Channel lining, and several other underestimated pay items quantity not accounted for during the project rebid process for the original scope of work after reaching an agreement with Surety. The rebidding quantities were an estimation of the remaining work left over by the previous contractor.

Expected Impact:

This change will allow the contractor to construct the project so that Harris County can realize intended flood risk reduction benefits.

Alternative Options:

This is an active construction contract, so there are not many alternatives to approving a change order other than cancelling the contract, which is not recommended as doing so would substantially delay the remaining work in the construction contract.
