Background and Discussion:
Harris County Office of County Administration received the Energy Efficiency and Conservation Block Grant from the US Department of Energy and one of the components of this grant includes $150,000 funding for the countywide Safe Routes to School Planning Study. The Office of the County Administration is collaborating with the Office of the County Engineer to conduct this planning study. A Request for Statement of Qualifications (RFSQ) was released to invite statement of qualifications for the professional architectural and/or engineering services to conduct this planning study. Two proposals were received, and Ardurra Group, Inc. was recommended though the consultant selection process to conduct this study.
The Harris County Safe Routes to School Planning Study will guide efforts to improve bicycle and pedestrian mobility and safety along Vision Zero High Risk Corridors, as well as non-infrastructure approaches including bicycle and pedestrian safety education, awareness of the opportunities to safely bike and walk to school. The goal of the Project is to identify and assess existing pedestrian and bicycle infrastructure, analyze traffic patterns and identify potential hazards around school zones, develop strategies to improve safety and encourage walking or biking to school, promote community engagement and collaboration with relevant stakeholders; and provide recommendations for infrastructure improvements and policy changes. The final document will identify potential projects and policies for short-, medium-, and long-term implementation.
Expected Impact:
A countywide planning study will be completed for safe routes to school, which will provide guidance for infrastructure projects to increase safe transportation connections to schools.
