Background and Discussion:

 

On December 2, 2023, Harris County Public Health (HCPH) launched a Request for Proposal (RFP) for a

Technical Assistance (TA) consultant to provide strategic guidance and support to community-based

organizations (CBOs) in Harris County selected for our Capacity Strengthening Program (CSP). This program, funded by a $25.1 million Public Health Infrastructure Grant from the Centers for Disease Control & Prevention, provides CBOs with training, workshops, peer learning opportunities, and grants to enhance their effectiveness in serving Harris County residents. Following a competitive selection process, HCPH awarded the TA provider contract to VestedIn Consulting Group, LLC in May 2024. Under this contract, VestedIn provides one-on-one support to help CBOs develop and implement individualized capacity-strengthening plans, develops training and workshops to enhance organizational effectiveness, and tracks and reports on each CBO’s progress to HCPH.

 

Although the Request for Applications (RFA) for CBO participation in CSP was launched alongside the TA consultant RFP, contracting delays resulted in the first cohort of CBOs onboarding in November 2024-several months into the TA contract. To align the contract term with the CBOs’ timeline and ensure adequate support for the program’s success, HCPH seeks to amend and extend VestedIn’s contract accordingly.

 

Expected Impact:

 

Extending VestedIn Consulting Group, LLC’s contract will ensure uninterrupted support for the Capacity Strengthening Program (CSP) by maintaining a trusted TA provider with established relationships with participating CBOs. By aligning the contract term with the CBOs' 16-month participation timeline, organizations will continue receiving consistent one-on-one technical assistance to implement their capacity-strengthening plans without disruption. This amendment preserves the integrity of the CSP, allowing VestedIn to continue planning and leading learning opportunities and trainings, providing tailored support to CBOs, and reporting to HCPH on their progress. By ensuring the continuity of technical assistance, this extension reinforces the program’s long-term impact and effectiveness.

 

Alternative Options:

 

Without an amendment to extend VestedIn Consulting Group, LLC’s contract, the Capacity Strengthening Program would lose continuity in technical assistance support, potentially disrupting the progress of the 10 participating community-based organizations.
