Background and Discussion:

The Harris County Vision Zero Action Plan and Addendum (Action Plan) is the culmination of a two-year planning effort to create goals and strategies which will help eliminate traffic fatalities and serious injuries in unincorporated Harris County by 2030. In October 2019, Commissioners Court approved the creation of a Vision Zero Working Group to support the County in creating a strategy to eliminate traffic fatalities and injuries. In July 2020, commissioners court approved a resolution brought by Precinct one on the official public launch of the Harris County Vision Zero Initiative by the Harris County Engineering Department (HCED). HCED has worked with consultants to complete the Action Plan comprising of projects and strategies to eliminate traffic fatalities and serious injuries and ensure safe, healthy, and equitable mobility for all residents. 

 

Expected Impact:

The Vision Zero Action Plan contains corridor projects and strategies related to roadway safety improvements which will help eliminate deaths and serious injuries from traffic crashes by 2030. The proposed corridor projects are in on and near the top twenty percent of roadway segments with the highest number of fatalities and injuries for pedestrians, bicyclists, and drivers. The implementation of the proposed projects and strategies in the Action Plan will help create safe roadways for all users of Harris County roads, including pedestrians, bicyclists, and car drivers.

 

Alternative Options:

Implement safety projects without a Vision Zero Action Plan, strategic approach, and prioritization based on the recommendations identified in the plan.
