Background and Discussion:

Harris County is utilizing multiple contracting management systems and repositories across departments for

managing contracts. This results in data fragmentation, making it challenging for County employees to actively

monitor, track, and maintain contract compliance and contract activity. The absence of a centralized repository impacts efficiency and consistency in contract creation across the organization. The CLMS will help resolve these issues.

Expected Impact:

Additional licensing needed to connect On-Premises Systems, Lawbase and PeopleSoft to the CLMS.

Alternative Options:

Continue the current fragmented approach, with departments managing contracts in separate systems and

repositories. This would maintain data fragmentation, inconsistent processes, reduced efficiency, and limited

visibility, leaving existing contract management challenges unresolved.
