Background and Discussion:

Harris County Public Health (HCPH) and Living Hope Wheelchair Association (LHWA) have strengthened their cross-sector partnership through collaboration on developing and implementing the Harris County Community Health Improvement Plan (CHIP). LHWA is local non-profit formed by people with spinal cord injuries who aim to improve quality of life for individuals with spinal cord injuries and mobility challenges through the distribution of wheelchairs and medical supplies, case management, advocacy, community education, and disaster relief.   LHWA received a surplus of donated wheelchairs and approached HCPH to donate twenty wheelchairs. These wheelchairs will be used across various HCPH programs such as ACCESS Case Managers, Connect Resource Navigators, Outreach Community Health Workers, Clinical Services Staff, etc. The wheelchairs will be distributed as HCPH staff identify community members with appropriate needs.

Expected Impact:

HCPH staff often encounter community members with the need for various medical/mobility equipment who lack insurance or the financial resources to purchase equipment. Having a small supply of manual wheelchairs will be a great resource for HCPH staff to enhance how they meet community members’ various needs by directly providing a critical resource.

Alternative Options:

The department does not accept the donation and HCPH staff would not have this resource available to distribute to community members in need.

County Strategic Plan Goal:  4. Improve physical and mental health outcomes across all communities.
