Project Description:
On 10/31/2023, Commissioners Court approved Phase 1 of the project, which consisted of professional services for the programming and design of Suite 911, as well as security planning and construction to the 1st floor.
The Office of County Engineer is returning to Commissioners Court for approval of Phase 2 funding for the construction and the renovations to Suite 911 on the 9th floor. Phase 2 of the project also involves the design, upgrades, and renovations needed for Suite 950 on the 9th floor and Suite 450 on the 4th floor.
Project Scope:
Phase 1 of the project entailed procuring professional services for the design of Suite 911 situated on the 9th floor, alongside enhancements to security systems on the 1st floor, and ADA improvements throughout.
Phase 2 involves the abatement, demolition, and construction for Suite 911 located on the 9th floor.
The design and construction for Suite 950 and Suite 450 within the building are also included in this phase. Renovations will consist of upgrading mechanical, electrical, and plumbing systems to meet current codes and standards while improving the energy efficiency of the space. Additional upgrades included in the scope of the project are IT/AV upgrades, fire and life safety upgrades, and accessibility upgrades to meet current codes and regulations throughout the space. These upgrades will maximize utilization of the existing spaces while providing a healthier work environment.
Justification:
The project aims to reconfigure and modernize the layout of suites situated on both the 9th and 4th floors to better suit the requirements of Harris County staff. Through this renovation, energy-efficient upgrades will be implemented to optimize operational costs, particularly maintenance and electricity expenses. Upgrades will also provide a healthier working environment to the staff occupying the spaces. Significant security upgrades will be included to ensure the safety of the county staff and visitors to those spaces.
Alternatives and Engagement:
The alternative option is to make no changes or updates to the building. However, maintaining the building in its current state entails higher operational and maintenance expenses, as well as operational losses due to the inefficient and outdated configuration of the spaces prior to modern technology and business practices. Outdated systems will necessitate ongoing repairs and maintenance, which are likely to incur escalating costs over time, especially considering the impact of inflation.
