Background and Discussion:
Harris County has been awarded under the General Land Office’s CDBG-Mitigation program and is required to submit project applications. The GLO requires applicants under the CDBG-MIT program to document and report the beneficiaries of each proposed application activity regardless of the national objective met by the activity. Beneficiaries must be documented for each activity proposed in an application for CDBG-MIT funding. Harris County seeks to develop infrastructure applications to submit to the GLO. Each proposed project under the CDBG-MIT funding must meet one of the following national objectives: Low to Moderate Income persons or Urgent Need. Harris County CSD is seeking to contract with a qualified vendor to design and conduct several income surveys using the GLO’s income survey methodology, documents and requirements that will assist in determining the National Objective.
Expected Impact:
Harris County may submit disaster mitigation projects to the GLO for funding. These projects will improve the resiliency of vulnerable communities from future disasters.

The does not accept the funding and does not complete the application for funding, which requires the income survey to be performed.
