Background and Discussion:

The project consists of constructing approximately 750 feet a 10-ft-wide hike and bike trail from the White Oak Bayou Greenway Trail to the intersection of Fletcher Street and Pinckney Street.  The project will also include a proposed 200-ft long retaining wall with a concrete swale, approximately 900 LF of varying size storm sewer along with inlets and manholes, a headwall, grass-lined swales, bollards, permanent street and trail signs, handrails, waterline and sanitary line adjustments, benches, trash receptacles, and pavement markings accompanying the trail.

The Changes in contract include:

•                     An additional 5 months of stormwater pollution prevention (SWPPP) is needed for the existing line item #062 to properly manage stormwater runoff from the construction site and to account for unpaid SWPPP services for July through December.  This change results in an additional cost of $15,000.00 with 0 additional calendar days.

•                     An additional 5 months of traffic control plan (TCP) are needed for the existing line item #012 to ensure the workers and public safety, maintaining the efficient flow of traffic, and to account for unpaid TCP services for July through December with an additional cost of $5,000.00 and 0 Calendar days.

•                     An additional 120 calendar days are needed to resolve the pending Utility conflict (power pole in conflict with the retaining wall) and to maintain the project in compliance with the SWPPP and TCP.

Expected Impact:

This project seeks to enhance hike and bike mobility by providing a connectivity trail from White Oak Bayou Greenway Trail to Pinckney Street.  The Goal of the project is to enhance pedestrian and bicyclist mobility creating a pedestrian and bike-friendly environment by improving overall public access.

Alternative Options:

There is no other alternative available except the requested changes will allow the contractor to complete the proposed work according to the design plan and complete the project.
