Background and Discussion:

Harris County Municipal Utility District No. 238 (HCMUD No. 238) previously maintained HCFCD Unit U101-01-00 within the Addicks Reservoir Watershed under Mowing Reimbursement Agreement No. 1403, which has now completed its full term.  The proposed renewal will allow HCMUD No. 238 to resume maintenance activities and mow the unit more frequently than the Flood Control District’s standard schedule of three mowing cycles per year.  This increased mowing frequency helps prevent excessive vegetation growth, supports efficient drainage, and enhances overall channel conditions.  The terms, conditions, and limitations of the renewal agreement remain unchanged from those previously approved.

 

Expected Impact:

Approval of the renewal will result in improved vegetation control along HCFCD Unit U101-01-00 due to increased mowing frequency beyond the Flood Control District’s standard three cycles per year.  This enhanced maintenance schedule will ensure efficient drainage and reduce flood risks within the Addicks Reservoir Watershed.  Additionally, maintaining lower grass heights will improve the area’s appearance and result in fewer complaints about high grass within Flood Control District rights-of-way, all at no additional cost to the Flood Control District.

 

Alternative Options:

If the renewal is not approved, the Flood Control District would assume direct responsibility for mowing and maintaining Unit U101-01-00, which could lead to rising operational costs, overgrown vegetation since the Flood Control District only mows three times per year, and an increase in complaints from residents regarding high grass within the right-of way, as timely maintenance could become more challenging to manage.
