Background and Discussion:

The Hayes Road corridor between Westheimer and Richmond requires full reconstruction due to significant safety, mobility, and drainage deficiencies. The roadway is deteriorated and outdated, and the undersized storm sewer system causes frequent ponding and localized flooding that further damages pavement and sidewalks. The corridor does not meet current 2‑year or 100‑year storm event criteria.

Expected Impact:

Improved public safety, flood resilience and multi-modal connectivity in the Westchase community.

Alternative Options:

There are no alternative options; if not approved, it may result in delays.
