Background and Discussion:

The County wishes to execute an amendment to an existing agreement with AKV Consultants, LLC. to continue working on the design of improvements to Wesley Community Center.  The amendment will allow the consultant to complete designing the improvements, to include approximately 20 on-street parking stalls, 1,000 linear feet of 6-Foot-wide sidewalks and adjusted utilities surrounding the Wesley Community Center.

Expected Impact:

The project addresses an acute parking deficiency issue for Wesley Community Center (WCC), which is located in an extremely developed and urbanized area. WCC has been situated at this location for several decades and offers many welfare and social activities which are well attended by local residents and also adjacent communities. Unfortunately, there is extremely limited parking on site, and the surrounding streets are narrow with two-way traffic further exacerbating the parking. To address this issue Harris County is advancing a design and construction contract in collaboration with City of Houston for converting the existing open drainage ditches to curb and gutter and providing parking and sidewalk on the space above the box culverts. There are many utilities to be relocated that require more effort than anticipated at the time of developing original scope. In addition, the City of Houston revised design standards have stricter tolerance for different utilities to coexist in the same utility trench. Limited ROW and extensive reviews by various SME groups at City of Houston has made design to be more challenging and extensive. This requires the contract to be amended so that the consultant can continue to advance the design.

Alternative Options:

If no action is taken design will not be completed in accordance with the standards required by the CoH to be followed. The parking situation will continue to deteriorate.

County Strategic Plan Goal:  2. Connect our community with safe, reliable, equitably distributed, and well-maintained infrastructure.
