Background and Discussion:

This project is located in the North-East Houston area, in the proximity of the US-59 and Beltway 8 Interchange. Humble Road Place subdivision is located within the Precinct 1 boundaries, whereas Parkland Estates lays within the Precinct 2 limits and both subdivisions are part of the Greens Bayou Watershed. The northern part drains into HCFCD Unit No. P133-00-00 and the southern part into HCFCD Unit No. P100-00-00. Over 250 residential structures have flooded during previous storm events, to include Hurricane Harvey. The scope and proposed improvements include roadside ditch regrading, driveway culvert upgrades, underground storm sewer network, and detention ponds. This contract will allow the materials placed during construction to be tested and inspected for Quality Assurance.

Expected Impact:

This agreement will allow the firm to conduct field and laboratory testing on soil, concrete, asphalt and various other construction materials to ensure the material’s compliance with Harris County Engineering Department’s adopted standards and specifications as required by state law.

Alternative Options:

Construction materials testing is required by state law.  Thus, alternatives include issuing a purchase order for similar services to a different vendor or cancelling this construction project.
