Background and Discussion:

The Isom Stormwater Detention Basin project consists of construction of a regional dry-bottom stormwater detention basin that combines and expands existing Harris County Flood Control District (HCFCD) and Texas Department of Transportation (TxDOT) detention facilities (SWDB Units P518-11-00 and P518-07-00) within existing HCFCD and TxDOT rights-of-way. Work includes excavation and grading to reconfigure and hydraulically connect the existing basins to provide approximately 334.6 acre-feet of additional detention storage; modification of an existing spillway; construction of backslope swales, interceptor structures, outfalls, concrete pilot channels, and a stormwater quality weir; and implementation of environmental mitigation, erosion control, and SWPPP measures in accordance with applicable regulatory and FAA hazard-avoidance requirements due to proximity to George Bush Intercontinental Airport (IAH). Additional work includes vegetation establishment, access control features, traffic control, groundwater management as required, and debris removal. Upon completion, the improvements will increase total detention capacity to approximately 576.8 acre-feet and will reduce water surface elevations along Halls Bayou while maintaining functionality of the existing detention facilities.

 

The Isom Stormwater Detention Basin project is part of the Harris County Flood Control District’s regional flood damage reduction program within the Halls Bayou watershed. The project will improve and expand existing detention facilities to address identified capacity deficiencies and to support current watershed hydrologic and hydraulic criteria. The improvements will enhance regional drainage performance while maintaining functionality of the existing flood control infrastructure.

 

Expected Impact:

The Isom SWDB originally conceived to hold between 572 and 610 acre-feet of stormwater during a 500-year pre-Atlas 14 storm event. After updating the SWDB concept to a dry-bottom configuration in the expansion area, the total detention volume for the Isom SWDB is estimated to be 576.8 acre-feet, increasing the detention volume of the existing basins by 334.6 acre-feet.

 

While the additional detention volume is intended to mitigate future channel improvements to Halls Bayou, the Isom SWDB alone provides interim benefits and reduces flood risks to 79 structures during the 0.2% (500-year) Pre-Atlas 14 storm event, with corresponding benefit to 253 persons.

 

Alternative Options:

The alternative to approving this item would be not to approve the construction services, which would not provide additional flood risk reduction and increased stormwater capacity.
