Request by the Flood Control District for approval to accept an amendment to an agreement with the Texas Division of Emergency Management to extend the grant end date to September 12, 2026 for the Federal Emergency Management Agency Legislative Pre-Disaster Mitigation - Meyergrove Stormwater Detention Basin Project (Brays Bayou Watershed, Bond ID Z-02, Project ID D500-11-00-E001, Precinct 1).

Background and Discussion:

It is recommended that the Flood Control District be authorized to accept an amendment to the Federal Emergency Management Agency Legislative Pre-Disaster Mitigation (FEMA LPDM) Grant Award for the Meyergrove Stormwater Detention Basin project. This grant funding is available for this project in the FY22 Federal Budget and was submitted by US Congresswoman Lizzie Fletcher, representing the 7th District of Texas.

This grant amendment will extend the period of performance by one year to 9/12/2026 and continue to provide financial and technical assistance to the Flood Control District for the Meyergrove Stormwater Detention Basin project. The amendment extends the period of performance by 365 days with no change in funding.

Expected Impact:

This grant will continue to fund the project through construction. The proposed D500-11-00-E001 Meyergrove Stormwater Detention Basin Project will further improve riverine flood risk in the Meyerland area and along Brays Bayou. The two basins will store up to 94 acre-feet during severe rainfall events.  The Flood Control District will utilize its resources and applicable consultants during the project, as well as the management of the grant approval process in compliance with Harris County statutes, applicable laws of the state of Texas, and Policy regarding Federal Grant Awards.

Alternative Options:

The alternative is to not to accept the grant amendment, wherein awarded unused grant funding would be returned to FEMA and projects lose funding.

County Strategic Plan Goal:  2. Connect our community with safe, reliable, equitably distributed, and well-maintained infrastructure.
