Request Summary (Agenda Caption):
title
Request by the Toll Road Authority for approval of an emergency/confirming purchase order number to Premier Demolition Services, LLC, for emergency repairs and tile replacement at the Washburn Tunnel, located at 3100 Federal Road, Houston, TX 77015, for a not to exceed amount of $395,000.00 (Precinct 2).
end
Background and Discussion:
On March 28, 2025, and January 29, 2026, portions of the tunnel’s interior tile lining failed, and the failing debris struck several vehicles. Fortunately, no one was injured, and the damage was limited to the motorists’ vehicles. During both incidents, HCTRA immediately took action to protect motorists by having HDR Engineering, Inc. inspect the facility.
HDR’s findings show that further delaying the removal of the 75-year-old tile lining would create unacceptable risk for the facility and the public. They also state that installing a temporary netting system to catch falling tile would worsen the issue.
Based on their professional assessment and recommendations, immediate mitigation measures are necessary to stabilize the condition and prevent failure or further deterioration.
Expected Impact:
Restore the facility to a safe operating condition.
Alternative Options:
No other recommended solutions for this identified need.
