Background and Discussion:

Request for approval of a renewal option with Career and Recovery Resources, Inc. for the Harris County Public Health Services Department for the period of January 9, 2025 - January 8, 2026, Justification for 0% MWDBE Participation Goal: 0% - Non-Divisible.

Expected Impact:

This project seeks to provide housing case management and supportive services for individuals experiencing literal homelessness.

Through this award:

•                     The housing case management vendor will support participants with coordinating comprehensive services. The participant will have access to services, including, but not limited to case management, medical, mental health, substance use treatment, employment and life skills counseling, eviction prevention programs, social and recreational events, and tenant advocacy.

•                     Rents are subsidized so that the participant pays no more than 30% of household income towards rent, even where participants have extremely limited or no income.

•                     There are no limits to a person’s length of tenancy so long as they abide by the conditions of the lease or agreement.

•                     The housing case management vendor will have a working partnership that includes ongoing communication between service providers, property owners/managers, and subsidy programs.

•                     Site-based services will be provided to all program participants (i.e. assistance with applications).

Participants will move closer to being self-sufficient with the assistance of ACCESS support as it relates to social determinants of health.
