Background and Discussion:

Harris County Engineering Department (HCED) received a request to manage the study, design (Phase 1), and construction of the Highlands area improvements to reconstruct the roadway and drainage infrastructure to become a standard 28’ wide concrete curb and gutter roadway drained using curb inlets and storm sewer. The Precinct 3 Highlands area is bounded by West Canal Road to the north, Crosby Lynchburg to the east, Harris Road to the south and the San Jacinto River to the west. The area has key community assets that include the Highlands Community Center, Highlands Park, Stratford Park, and First Baptist Highlands Church. A Union Pacific railroad bisects the area running east-west.

Expected Impact:

To provide Precinct 3 with a Preliminary Engineering Report for the Highlands Area to meet the Commissioner’s Revive2Thrive initiative to provide infrastructure improvements that benefit communities. This project is funded by Precinct 3.

Alternative Options:

Without this project, the new drainage improvements in the Highlands area will not be realized as requested by Precinct 3.
