Background and Discussion:

The Houston-Galveston Area Council (H-GAC) offers solid waste management grants to support local governments and organizations in the region. The grants cover various project categories, including local enforcement to prevent illegal dumping and educational initiatives to improve recycling quality. Based on numerous complaints and site identifications from citizens and community stakeholders, Precinct 7 neighborhoods have become illegal dumping sites. Illegal dumping creates severe environmental, health, and economic hazards. The grant funds will contribute to the cost in cleanup allowing for proper and the intentional disposal of waste in non-permitted areas such as sidewalks, streets, fence lines, wooded areas and grassy ditches.

Expected Impact:

Illegal dumping causes environmental damage through hazard waste, chemicals, and plastics contaminating soil and water. Illegal dumping sites are also public health risk as these dumping sites provide breeding grounds for carrying rodents and insects and contain hazards like sharp metals and toxic chemicals. Precinct 7 intends to reduce illegal dumping at 10 sites by 25% and begin an education campaign with this grant.
