Request by the Flood Control District for approval to accept an amendment to an agreement with the Federal Emergency Management Agency to extend the grant end date to September 30, 2026, for the FY 2021 Cooperating Technical Partners Flood Risk Project (Project ID Z100-00-00-PG010, Countywide).

Background and Discussion:
This is a FEMA Cooperating Technical Partners grant for the evaluation and communication of Urban Flood Risk in Harris County. This study follows a pilot study that evaluated and recommended methodology and strategies. This project was delayed as we awaited concurrence with FEMA regarding the proposed methodology for evaluating urban flood risk. Our revised schedule requires that we extend our existing Period of Performance.
Expected Impact:
If the Period of Performance is extended, the Flood Control District will be able to perform evaluation and communication tasks agreed upon in the Mapping Activity Statement with FEMA.
Alternative Options:
The alternative would be that the period of performance ends on September 30, 2024, and the Flood Control District fails to complete the scope of work we have committed to with FEMA.
