Background and Discussion:
On November 12, 2024, Harris County Commissioners Court approved an agreement between Harris County and East Harris County Empowerment Council for the EHC Supportive Services HUB project, a project within the Community Facilities & Infrastructure Investments Program (CFI). The Recipient agreed to provide community food distribution events and housing stability services to low- to moderate-income households using a total of $200,000 in General Flex funds.
The First Amendment to the Master Agreement will reduce the General Flex Funds by $95,000.00; thereby revising the Limitation of Appropriation from $200,000 to $105,000.00 and updates the Scope of Services (Exhibit A) and Budget (Exhibit B) to ensure that funds are expended in a timely manner and that the services accurately align with the Recipient’s capacity.
Expected Impact:
There is no additional fiscal impact on the County. The $95,000 decrease in General Flex funds will be reallocated to a Harris County Community-wide COVID-19 Housing Program (CCHP) project, The Salvation Army of Greater Houston, for the continued provision of rental and case management assistance.
