Request by Universal Services for discussion and possible action on the Harris County IT Governance Process.
end
Background and Discussion:
On June 25, 2024, Harris County Commissioners Court approved the Harris County's IT Governance Policy that (the policy) institutionalizes the processes necessary to ensure that IT aligns with the County's strategies and objectives; reduces risk by applying IT best practices and reuse to improve speed and quality of execution; optimizes IT investment; and gains public trust and confidence through responsive and innovative constituent-facing digital services.
On May 7, 2024, Harris County Commissioners Court directed HCUS with the Office of County Administrator, the Purchasing Agent and the County Attorney to bring back the recommended governance structure that addresses technology prioritization, procurement and budgeting for Harris County departments including departments serviced by HCUS, County departments not serviced by HCUS, and those adjacent to Harris County inclusive of Harris County technology and software.
The purpose of the IT governance process is to allow the establishment of the IT Governance board and associated committees, roles, objectives, and responsibilities. The goal of the governance structure is to prioritize, create a better funding mechanism to deliver cost savings in technology investments, create a stronger cybersecurity posture, enable cooperation and information sharing, optimize County resources, and establish a common vision of technology utilization within Harris County. The process will serve as the enterprise-wide authority pertaining to IT investments.
The presentation is to provide the Commissioners Court a status update on the design and development of the Harris County IT Governance structure and process and additional details on the proposed membership, roles and responsibilities for each governance body as approved by the Commissioners Court in the IT Governance Policy.
Expected Impact:
The countywide IT Governance process that will help:
• Prioritize and align IT resources to projects with the most impact to Harris County strategic objectives,
• Reduce risk by applying IT best practices and reuse to improve speed and quality of execution,
• Optimize IT investment to consolidate and drive cost savings, and
• Gain public trust and confidence through responsive and innovative constituent-facing digital services.
HCUS request action to approve the implementation of the IT Governance process and identify the members from court offices who will be part of the IT Governance board.
