Request Summary (Agenda Caption):

title

Request that the County Judge execute an interlocal agreement with the City of Houston to offer library patrons joint access to digital collections provided by OverDrive Inc.’s Reciprocal Lending Arrangement program.

end

Background and Discussion: Harris County Public Library (HCPL) and the City of Houston’s Houston Public Library (HPL) have separate enrollment agreements with OverDrive Inc. and participate in OverDrive’s Reciprocal Lending Arrangement (“RLA”) program. OverDrive is a company that provides apps, platforms and content collections of information, education, entertainment and advancement that support libraries worldwide. Similar to a physical inter-library loan, the RLA program allows users with an eligible card at one library to borrow digital titles from other libraries participating in the same RLA group. HPL and HCPL both participate in the RLA program and now desire to enter into an agreement to allow their users to borrow digital titles from each other.

Expected Impact: Increased public access to self-education, enlightenment and enrichment via digital collection content for patrons of the City and the County library systems, respectively.

Alternative Options: We could not execute the agreement; the County Library would request funding from the general fund to continue expanding the system’s collection for library patrons.
