Background and Discussion:

HCFCD Unit C116-00-00 consists of an existing reinforced concrete pipeline that transitions from a 72-inch diameter to a 96-inch diameter. A new 5,070 LF pipeline, with a uniform diameter of 78 inches, will be installed running parallel to the existing one. The objective of this project is to reduce flood risk in the C116-00-00 sub-watershed by increasing the capacity of the existing 72” - 96” trunkline serving the area. Three alternatives were evaluated during the PER stage, with Alternative 1 recommended as the preferred option. Alternative 1 consists of a 5,070 LF uniformly sized 78” reinforced concrete pipe (RCP) storm sewer, with eight interconnections to the existing trunkline (storm sewer) at various locations and an outfall into Sims Bayou through a newly installed 9’ x 4’ reinforced concrete box (RCB). Stormwater detention mitigation is not required for this alternative.

Expected Impact:

The recommended alternative is expected to increase the system’s level of service from 25 year to 100 year event and reduce the risk of flooding during a 100-year storm for 26 structures, 1.08 miles of roadway, and 29 acres under a free outfall condition.

Alternative Options:

The alternative should this PER not be approved is that the Flood Control District will not be able to proceed to the design phase of our project lifecycle.
