title
Transmittal by the Office of the Purchasing Agent of an award of a Community Development Block Grant Disaster Recovery (CDBG-DR)/Community Development Block Grant Mitigation (CDBG-MIT) Program(s) project on the basis of low bid(s) to Takco, Inc. in the amount of $42,614,329 for construction of the Genoa Red Bluff Stormwater Detention Basins - Phase 2 - for the Flood Control District, and for the County Clerk to execute any applicable bonds to be received (260100), MWBE Contracted Goal: 15.47%.
end
Background and Discussion:
The proposed Genoa Red Bluff Stormwater Detention (SWD) basins are located within the Armand Bayou (HCFCD Unit B100-00-00) watershed along Spring Gully (HCFCD Unit B109-00-00). The site is partially located within the City of Pasadena. The proposed SWD basins are intended to mitigate the future channel improvements from La Porte’s Brookglen Regional Plan, which is a flood risk reduction plan to relieve the repetitive flooding in the Brookglen neighborhood located in La Porte to the north. Phase 1 construction has been completed under B509-03-00-E001. Phase 2 design and construction includes expansion of the detention basin to its full capacity. Project is being funded by the CDBG-DR program.
Expected Impact:
This project seeks to reduce flood risks and strengthen resiliency in the Armand Bayou Watershed by alleviating property and structural damages to the adjacent communities. The project potentially provides up to 1,097.1 ac-ft of detention along HCFCD Unit B109-00-00 with reduced flooding for 706 structures, 6.4 miles of roadway and 215 sq-ft of floodplain area under a 100-yr storm event.
Alternative Options:
No Action Alternative would fail to meet the purpose and needs of mitigating flood risk and provide additional system capacity for this Community Development Block Grant Disaster Recovery (CDBG-DR) funded project. Under the No action alternative, area residents would continue to be affected by area flooding.
