Background and Discussion:

Deputy Darren Goforth Park and the West Road Stormwater Detention Basin/U506-05-00 is situated along upper Horsepen Creek/U106-00-00 in Precinct 3.  Harris County Engineering and Harris County Precinct 3 prepared a design for a pump system to enhance the existing stormwater detention basin. Initially, the Harris County Flood Control District allocated $3,000,000 for construction of this project through Bond ID Z-05. Due to inflation and other rising costs, an additional $1,500,000 is now required to complete the project. The Harris County Flood Control District proposes to cover the difference using funds through Bond ID Z-04, designated for Precinct 3 projects. Once completed, Harris County Precinct 3 will be responsible for the maintenance and operation of the pump system.

Expected Impact:

The joint project and funding structure will facilitate more efficient and cost-effective governmental services.   Additionally, this demonstration project and others like it, is intended to assess the effectiveness of gate and pump systems as a tool in providing flood risk reduction efforts in the region.  Lastly, this project is another example of how Harris County and Harris County Flood Control District leverage shared infrastructure to maximize flood risk reduction benefits.

Alternative Options:

If this Joint Funding Structure is not approved, Harris County Engineering and Harris County Commissioner Precinct 3 will be required to seek additional funding sources to complete the project.
