Background and Discussion:
The Texas Health and Human Services Commission Community Youth Development (CYD) Program is a prevention initiative focused on helping youth ages 6-17 in high-need areas build skills, stay engaged in school, and avoid involvement in the juvenile justice system. In Harris County, the program serves specific zip codes identified as having higher rates of economic hardship and youth risk factors.
CYD supports community-based programs that provide safe after-school activities, mentoring, academic support, life-skills training, and family engagement. The goal is simple: to give young people positive opportunities, strong adult support, and constructive activities that reduce risky behavior and improve long-term outcomes.
Harris County coordinates the program locally by partnering with trusted community organizations that deliver services directly to youth and families. The County provides oversight, tracks progress, and ensures the program meets state requirements and achieves measurable results. Through this collaborative approach, CYD strengthens neighborhoods, supports families, and invests in early intervention strategies that help young people succeed in school and in life.
Expected Impact:
As a result of continued CYD funding and the strong partnerships established with community-based organizations in targeted neighborhoods, Harris County will sustain coordinated, prevention-focused services that provide youth with safe environments and structured positive youth development opportunities. With this support, it is expected that participating youth will demonstrate improved school engagement, stronger social-emotional skills, and reduced involvement in delinquent behavior. Over time, these efforts contribute to safer communities, strengthened families, and better long-term outcomes for young people in the designated CYD areas.
