Background and Discussion:

Harris County is a critical region for freight movement at the local, state, national, and international scale.  Harris County is home to major intermodal terminals including the Port of Houston, as well as intermodal yards for Class I railroads.  Harris County is also home to numerous key industries that ship and receive goods from around the world.  An updated Truck Plan will assist with aligning with TxDOT’s Freight Plan and will provide strategies and initiatives to address freight needs, including recommendations for infrastructure improvements, operational enhancements, policy changes, and other measures to improve the movement of goods in Harris County. The updated Truck Plan will also include recommendations to increase the safety on county roads, reduce truck-related crashes, reduce the air quality impacts of freight movements, as well as other recommendations to promote safety, mobility, and accessibility. 

 

Harris County is seeking services of a qualified professional engineering firm to perform the services required to update Harris County Truck Route Study/Freight Corridors Plan and align with TxDOT’s Freight Plan. Seeking a firm with proven professional engineering service experience related to transportation and the freight industry and has strong knowledge of freight transportation and logistics; including understanding of freight movement, infrastructure requirements, policy considerations, industry trends, and has a track record of successfully completing similar projects.

 

Expected Impact:

Funding for this request will come from the Toll Road Authority.

Request for the Toll Road Authority to update the Harris County Truck Route Study to determine the future freight needs of the county and identify investment opportunities that will ensure the safe and efficient movement of goods/services in the region while improving the quality of life for Harris County residents. The study should also determine possible alignments with the Texas Delivers 2050 Freight Plan.
