Request for approval of an amendment to the Joint Processing Center interlocal agreement with the City of Houston setting a fixed fee of $14 million for the period from March 1, 2024 to February 28, 2025.

Background and Discussion:
The County processes and houses certain arrestees from the City of Houston for a fee which is calculated using a formula derived in 2015. Based on substantial changes to the volume of City Class C inmates processed, an amended, payment of $14 million was previously approved for March 2023 through February 2024. The lower volume of City Class C inmates has continued and OMB is recommending a third amendment to this agreement under which the City would be charged $14 million for the period from March 1, 2024 through February 28, 2025 as well.
Expected Impact:
The proposed revenue is unchanged from last year. The City requested the formation of an oversight committee to address the agreement’s operational and financial terms, with the goal of updating the fee calculation to reflect the lower processing volumes. The results of those negotiations will be brought back to Court for consideration.
