Request for approval of an award on the basis of low bid to Environmental Allies for Construction Infrastructure Improvements on Lockwood Overpass Parking Lot & Improvements, Crites St

to Buffalo Bayou underneath Lockwood along proposed Foley St., 21102MF1SM01, Precinct 2, Job No. 240407, UPIN 21102MF1SM01, in the amount of $4,477,983.50, subject to applicable bonds to be received, MWDBE Contracted Goal: 25.21%

 

In 2022, Harris County to entered into a Tri-Party agreement with the City of Houston and the Buffalo Bayou Partnership for the development, construction, and maintenance of the Buffalo Bayou East Project.The Lockwood Drive project, a collaboration between the Harris County, City of Houston, and Buffalo Bayou Partnership, aims to enhance vehicular and pedestrian mobility while supporting the ongoing residential and recreational developments along Buffalo Bayou. This regional master plan will increase safety and accessibility through the construction of new roads, sidewalks, traffic signals, parking facilities, and trail connections, benefiting the community and boosting future growth.

Expected Impact:

The project is expected to improve traffic flow and reduce congestion by adding new road connections and a signalized intersection. It will enhance pedestrian safety and mobility with the addition of sidewalks, trails, and lighting. The new parking area under the Lockwood Bridge will provide convenient parking and better utilize existing space. Furthermore, the installation of a stormwater system will improve drainage and mitigate flood risks. Overall, the project will create a safer, more accessible, and better-connected environment for residents and visitors.

 

Alternative Options:

Not to proceed with the construction of modification to Lockwood Drive at Buffalo Bayou.
