Background and Discussion:
A countywide term contract was created to provide the Office of the County Engineer and the Precincts with services to include new construction of On-Site Sewage Facilities and monthly maintenance and operation of existing On-Site Sewage Facilities at various locations within Harris County. After reviewing the bid tabulation, it was determined that the lowest bidder’s maintenance cost is three times more than the second lowest bidder’s maintenance cost. Based on the bid results and the attached engineer’s recommendation letter, it is recommended to reject all received bids and re-advertise this project.

The Office of the County Engineer and the Precincts will need to have specific Texas Commission Environmental Quality certified personnel to maintain or install their own On-Site Sewage Facilities.
