title

Request for approval of an agreement with the Texas Health and Human Services Commission for the Medicaid Administrative Claiming Reimbursement Program.

Background and Discussion:

The purpose of the Medicaid Administrative Claiming (MAC) program is to provide State-affiliated public agencies, such as Local Health Districts (LHDs) in Texas, the opportunity to submit reimbursement claims for administrative activities that support the Medicaid program. To participate in the Medicaid Administrative Claiming program, the Local Health Districts provider must be a public entity and enter into a Medicaid Administrative Claiming contract with the Texas Health & Human Services Commission (HHSC).

Expected Impact:

Revenue generated from Medicaid Administrative Claiming claims is dedicated to the provision of health services and may be used to enhance, improve, and expand the level and quality of health/medical services provided to clients within the community. HCPH can be reimbursed for certain medical and health-related activities. These funds can also support outreach services, which may be provided to a client and/or the client's family and may include activities such as coordinating, referring, or assisting clients in accessing needed health or mental care services.

Alternative Options:

This additional reimbursement helps to maximize other sources of funds that support Goal 4 of the Countywide Strategic Plan by providing additional resources to help improve the health behaviors of the community and increase access to quality care. These funds currently support our revenue cycle management and community health services. These funds can also help expand services that could be provided to other departments such as immunizations and chronic disease prevention.

County Strategic Plan Goal: 4. Improve physical and mental health outcomes across all communities.

County Strategic Plan Objective: O: Increase access to quality health care, including preventive and behavioral health.
