Project Description:

Relocation and Improvements for the Commissioners Court courtroom from the 9th floor of the Administration Building to the 1st floor. This includes expanding the courtroom capacity to 269 residents, lobby to capacity for 110 residents, and operational and support areas on the 1st floor to ensure efficient court operations. The result will be a modernized courtroom with full ballistic protection, safety and security measures, and modern equipment and systems to efficiently serve the residents of the county.

Project Scope:

The Administration Building 1st Floor Commissioner's Court Relocation Project completed its initial Phase of designing and constructing the Major infrastructure, equipment, and systems for relocating the commissioner's Court from the 9th Floor to the 1st Floor on February 27, 2024. This included expediting much of the longer lead items and security infrastructure planned for Phase 2.

Phase 2 includes all the funding, design, and construction improvements needed to allow the Commissioners Court to operate safely, effectively, and efficiently. Included within this Phase is full Ballistic Glazing around the exterior of the courtroom and working areas, security glazing within the lobby, minor security improvements throughout the facilities, efficiency, quality of life improvements to the courtroom and working areas, and upgrades to the IT and AV systems to provide services more efficiently to the residents of Harris County.

Justification:

The Administration Building 1st Floor Commissioners Court Relocation completed the infrastructure and major component buildout earlier this year; however, for the facility to function safely, efficiently, and effectively, Phase 2 will need to be constructed. This phase provides full ballistic safety measures and internal security systems so that the facility can function efficiently and safely as a modern commissioner’s court capable of serving the residents of Harris County safely and effectively.

Alternatives and Engagement:

There is no alternative to the ballistic protection for the Commissioner’s Court courtroom, nor the equipment and systems upgrades to modernize the facility and allow for efficient service to the residents of Harris County.
