Request for approval of an award on the basis of low bid to Ceballos Construction, LLC (Primary) and Specialty Construction TX, LLC (Secondary) in the amount of $2,683,050 for concrete channel lining repairs (North) for the Flood Control District for the period of February 1, 2026 - January 31, 2027 with four (4) one-year renewal options, and for the County Clerk to execute any applicable bonds to be received (250338), MWBE Contracted Goal: 19.11%.

Background and Discussion: This is a term contract for rapid repairs, and it consists of project work orders including concrete channel lining repairs for projects located within the northern portion of Harris County, Texas. Project work orders will include general concrete repairs with major emphasis on concrete channel lining repairs, including but not limited to full panel replacement, concrete lining - partial depth with engineered ductal mortar (EDM), headwall/wingwalls repairs with EDM, disposal of sediment accumulations on concrete lined channels, filling voids behind concrete channel lining, light erosion repair with granular 3” X 5” fill and riprap installation, pipe removal and replacement, outfall structure removal and replacement, small sections of concrete channel lining removal and replacement and related items.
Expected Impact: The expected impact of having this work order contract available is to quickly respond to smaller repairs. Maintenance Matters Prop “A” funds the labor and materials to expedite small repairs to address public concerns.
Alternative Options: The alternative is to “do nothing” and process each small repair project individually, which may delay the response time.
