Request Summary (Agenda Caption):
title
Request for approval of the Program Year (PY) 2024-2028 Consolidated Plan, Fair Housing Assessment, and Program Year 2024 (PY2024) Annual Action Plan and authorize submission to the U.S. Department of Housing and Urban Development (HUD).
end
Background and Discussion:
In accordance with 24 CFR Part 91, the Consolidated Planning regulation, the U.S. Department of Housing and Urban Development (HUD) requires all participating jurisdictions to have a long-range Consolidated Plan. This plan identifies housing, homelessness, and community development needs and resources, and establishes a strategic plan for meeting those needs. HUD also mandates that all grantees certify they will affirmatively further fair housing by conducting a Fair Housing Assessment, taking appropriate actions to overcome any identified impediments, and maintaining records of these actions. To secure the County’s annual entitlement grant funds, HUD requires the submission of the Program Year (PY) 2024-2028 Consolidated Plan and Fair Housing Assessment.
Discussion
The Harris County Housing and Community Development (HCHCD) assists low-to moderate income individuals and communities by providing and supporting community programs, facilities, and services through the distribution of HUD Entitlement funds. These include the Community Development Block Grant (CDBG), Emergency Solutions Grants (ESG) and HOME Investment Partnerships (HOME) funding.
The PY 2024-2028 Consolidated Plan identifies the housing and community development needs, priorities, goals and strategies for making improvements throughout the next five years. It also discusses actions taken to affirmatively further fair housing, overcome obstacles in meeting underserved needs, eliminate barriers to affordable housing, enhance coordination and reduce the number of persons living below the poverty level. In addition, the Consolidated Plan also serves the following purposes:
• Aid decision makers in creating strategies that address such issues as adequate streets, water, sewage and drainage systems, proper and useful education, parks and green spaces, community facilities, quality health care, and safe, peaceful, and productive neighborhoods for persons living in low-income communities.
• Contains goals, performance outcomes, objectives, and implementation strategies for each of the plan’s elements and describes the activities the county will fund, implement, and/or support using its annual HUD entitlement funds allocation.
• Explains the long-term goals and objectives for improving the quality of life for financially challenged residents and states its specific plans for making improvements throughout the next five years.
Recommendation
It is recommended that Commissioners Court approve and authorize the submittal of the PY2024 -2028 Consolidated Plan, Fair Housing Assessment, and PY2024 Annual Action Plan to the U.S.
Department of Housing and Urban Development (HUD).
Expected Impact:
The Approval Allows Harris County HCD to Submit the PY2024 -2028 Consolidated Plan, Fair Housing Assessment, and PY2024 Annual Action Plan to HUD in order to continue to be eligible to receive CDBG Funds, ESG Funds, and HOME funds that will be used for Affordable housing, Community Development, Public and Homeless services.
Alternative Options:
There are no alternatives. If the PY2024 -2028 Consolidated Plan, Fair Housing Assessment, and PY2024 Annual Action Plan are not approved to be submitted to HUD, HCHCD will not receive its Entitlement Funds.
