title
Request for approval of an amendment to an agreement with Neel-Schaffer, Inc. in the amount of $36,851.25 for Construction Phase Services in connection with Mound Road Extension- SEGMENT 2, UPIN 24103MF3C501, Precinct 3, MWBE Contracted Goal: 19.95%.

Background and Discussion:
This project extends Mound Road 0.86 miles east of Greenhouse Road to Cypress Drive. The project starts with
a 41 foot wide concrete pavement section that connects to a separate project (Segment 1). The pavement
section will then transition to a 24 foot wide asphalt pavement section. Pavement will end in a cul-de-sac. The
existing railroad crossing at Cypress Drive will be closed at the completion of the project. The project is
approximately 2,000 feet in length. Drainage will be a combination of swales and subsurface drainage. A
detention pond will be constructed that outfalls into Cypress Creek. An outfall will be constructed at Cypress
Creek. Due to the water depth exceeding the limits for a standard freshwater mussel survey, SCUBA divers are required to conduct the survey instead. This contract modification ensures the consultant is appropriately compensated for the additional effort.
Expected Impact:
The new roadway segment will ensure reliable and safe route of transportation to businesses and residents of
the Harris County.
alternative Options:
If no action is taken, the engineer of record will not be accessible for support through the construction of the
project.
County Strategic Plan Goal: 2. Connect our community with safe, reliable, equitably distributed, and well-maintained infrastructure.
