Request for approval to negotiate an agreement with HNTB Corporation for Program Management Consultant services to lead the implementation of multiple projects through different phases of development and completion (Countywide, MWBE Contracted Goal: 19.6%).

Background and Discussion:
The November 12, 2024 Commissioners Court approved the solicitation of a Program Management Consultant (PMC) to support multiple projects that have been approved by Commissioners Court to be developed by HCTRA. For all projects to be successful and consistent, HCTRA requires to leverage from the expertise and experience of a PMC who has the appropriate bandwidth to help manage and oversee all projects under the agency’s leadership. This will help minimize risk and enhance opportunities countywide.
PMC services are required to assist with the implementation of multiple projects through different phases (i.e. schematics, PS&E, construction) at existing or proposed locations. The PMC will assist in managing various General Engineering Consultant (GEC) teams and will help HCTRA with the development of scope of works, and to streamline processes and procedures for the successful implementation of the multiple projects.

Funding for this request will come from the Toll Road Authority.
