Request Summary (Agenda Caption):
title
Request for approval of an agreement with Houston Livestock Show and Rodeo, Inc. (HLSR) to use MOD K9 Teams and two HCSO SkyWatch Towers as a security measure during the 2025 HLSR season with overtime reimbursed by HLSR.
end
Background and Discussion:
The Houston Livestock Show and Rodeo has been a Greater Harris County Event since 1932, and now draws approximately 2 million visitors during the rodeo season. The Sheriff’s Office has provided the use of MOD K9 Teams during the event in 2019, 2022, 2023, and 2024; and has been using the SkyWatch Towers during the HLSR season since 2016.
Expected Impact:
The addition of the MOD K9 Teams will provide an added layer of security for patrons who attend the Houston Livestock Show and Rodeo events at NRG Park. Since inserting the SkyWatch Towers in parking areas, burglaries of motor vehicles have dramatically decreased. Also, the Towers are placed in areas where a high volume of pedestrian traffic exists and Deputies observing activities can dispatch Deputies/Officers to areas where an incident is occurring or is perceived to have the potential for an incident to occur.
Alternative Options:
While there are private companies who perform similar services, they do not have the immediate law enforcement response when searching for or confronting individuals suspected of carrying firearms or explosive devices; or providing the same high-level observation of a large area and providing an immediate law enforcement response to an incident.
