Background and Discussion:

On November 12, 2024, and October 30, 2025, Harris County Commissioners Court approved Master Agreements and a First Amendment between Harris County and the following Community Facilities & Infrastructure Investments (CFI) Capacity Program subrecipients:

•                     IBN Sina Foundation for Integrated Behavioral Health Project- provides mental health and substance use disorder health screens and comprehensive diagnostic assessments for low to moderate income households with $1,128,632 in ARPA SLFRF.

•                     Interfaith Ministries for Greater Houston for Meals on Wheels for Greater Houston - Operations -provides assessments to low-to-moderate income households to determine their nutritional and non-nutritional needs as well as daily nutritional meals and delivery with $350,000 in ARPA SLFRF.

The First and Second Amendments will:

•                     IBN Sina Foundation for Integrated Behavioral Health Project- reduce the Limitation of Appropriation from $1,128,632 to $828,632 in ARPA SLFRF funds and update the Federal Award Identification Table, Scope of Services, and Budget to reallocate unexpended funds to other projects within the CFI Program that require additional funding.

•                     Interfaith Ministries for Greater Houston for Meals on Wheels for Greater Houston - Operations - increase the Limitation of Appropriation from $350,000 to $450,000 in ARPA SLFRF, update the Federal Award Identification Table, Scope of Services, and Budget to adequately fund the continued provision of assessments.

Expected Impact:

There is no additional fiscal impact to the County. Of the $300,000 decrease in ARPA SLFRF, $100,000 will be reallocated to Interfaith Ministries for Greater Houston, a Capacity project, and $200,000 will be reallocated to Hope Clinic, an Infrastructure project. The total CFI fiscal impact to the County remains approximately $11.3 million in ARPA SLFRF
