Request Summary (Agenda Caption):
title
Request for approval of a Public Hearing at Commissioners Court on October 16, 2025, to amend the Harris County Interim-Major Thoroughfare and Freeway Plan (MTFP) by removing an unnamed Minor Collector in the Azalea Trails subdivision in the vicinity of Grant Road and Cypress-Rosehill Road from the plan.
end
Background and Discussion:
The Office of the County Engineer (OCE) received a plat application from META Planning & Design is proposing the Azalea Trails subdivision at the northeast corner of Grant Road and Cypress-Rosehill Road. There is currently a proposed Minor Collector extending from Kitzman Road through the development and connecting to Cypress-Rosehill Road, which the developer is requesting removal from the MTFP.
The proposed Azalea Trails subdivision is in the unincorporated portion of the county in Precinct 3 and has recently been disannexed from the City of Houston Extra-territorial Jurisdiction (ETJ). So, this area is subject to the County’s review and approval of any amendments to the MTFP. As part of the amendment process, adjacent property owners will be notified of the proposed amendment, and a public hearing will be held prior to an action by the Commissioners Court. The Texas Department of Transportation (TxDOT) has final review and approval of the county’s MTFP.
Expected Impact:
Azalea Trails is in the process of submitting a plat and requested the removal of a Minor Collector. A public hearing date will allow potential affected property owners to be notified of the proposed amendment.
The Office of the County Engineer is also establishing a process for addressing MTFP amendments in the unincorporated, non-ETJ portion of the county concurrent with the development of the Transportation Master Plan. This MTFP amendment procedure will help establish a precedent for a transparent and equitable process sufficient for TxDOT approval.
Alternative Options:
If a public hearing is not held, the property owners adjacent to the proposed Major thoroughfare amendments will not have an opportunity to address the Court, which would limit transparency in the MTFP amendment process. This could jeopardize the approval of the proposed amendment through the TxDOT review.
