Background and Discussion:

The 2025 White Oak Bayou Major Repairs contain two sites on either side of the Shepherd/Durham Bridges.  Both sites are complete concrete channel restoration to restore the low flow section to the USACE standards.  This is the first major deferred maintenance project within the Federal Section of White Oak Bayou under the Maintenance Matters Proposition.  HCFCD received five (5) responsive bids on October 27, 2025, for this project.

The recommendation is to award the project to the lowest responsible bidder, First Class Projects, Inc.

Expected Impact:

Full concrete channel restoration to maintain the full conveyance capacity of the main stem of White Oak Bayou for the drainage of the upstream watershed.  Also, maintains our maintenance commitment to the USACE for the Federal Channels.

Alternative Options:

The “Do Nothing” option would allow the rotational failure of the low flow section of the concrete lined channel to fail and allow the collapse of the sideslopes downstream.

County Strategic Plan Goal:  2. Connect our community with safe, reliable, equitably distributed, and well-maintained infrastructure.
