Background and Discussion:

This project includes the construction of four 11-foot-wide concrete pavement with a 24-foot median, and 8-foot-wide sidewalk along both sides West Gulf Bank Road from Interstate 45 Freeway to Airline Drive.  It also includes the drainage improvements.

The change order includes the following:

-                     Driveway 10-6 at STA 144+75 RT has a grade mismatch with the car wash pavement.  To resolve this, remove all concrete on the west side of the driveway down to the Right of Way, and regrade the entire area including the sidewalk and driveway to meet Harris County's maximum grade.  This change will add $2,239.28 and additional 1 day to the contract.

-                     At Station 109+52, an existing sanitary sewer cleanout conflicts with the proposed storm sewer installation.  To resolve this issue, the cleanout should be removed and replaced, relocating it to the right-of-way boundary to ensure it is clear of the proposed storm sewer.  This change will add $2,903.25 and additional of 1 day to the contract.

-                     The traffic control plan at the Airline and West Gulf Bank intersection has been revised due to interference from another ongoing project at Arline Drive. To accommodate this, adjustments to the current traffic control measures are necessary to ensure safety and continuity of both projects.  The revised plan will effectively manage traffic flow and minimize disruptions while the intersecting project is completed.  This change will add 1 day to the contract and no additional cost.

-                     At station 131+62, there is an existing swale on the west side of the driveway.  To address future drainage, it is recommended to connect the swale to the existing pipe near the Right-of-Way with a 6" Polyvinyl chloride (PVC) pipe.  This change will add $1,540.28 additional 1 day to the contract.

-                     At station 130+03, an existing 12-inch Polyvinyl chloride (PVC) pipe is coming from school property and connecting to various on-site inlets.  Engineer of record proposed to connect the pipe to the back of inlet D-9.  This change will add $3,148.92 and additional one day to the contract.

Expected Impact:

Increase the total cost for the contract and adding additional days to the contract time.

Alternative Options:

No action will result in substandard construction.
