Background and Discussion:

The project consists of construction of Treaschwig Road Segment A Phase 1 project consists of reconstruction and widening of Treaschwig Rd. from a 2-lane asphalt to a 4-lane concrete roadway from 1000’ west of Aldine Westfield to west of Cypress Creek.  Additionally, extend intersection improvements at Aldine Westfield by 500’ North and South of Treaschwig Road. Project will construct a wet bottom detention pond adjacent to Cypress Creek.

This change in contracts includes:

PCO #4 (RFI #27) - Extension of Line Item 50 for two additional collars required to overcome a utility conflict and redirect manhole angles. Cost: $4,000.00

PCO #5 (RFI #25) - Additional work required to tie in existing RCP pipe to new proposed manhole. Cost: $6,811.08

PCO #6 (RFI #17) - Conflict between a 42” RCP and a 12” waterline required the 12” waterline to be offset. Cost: $15,600.00

PCO #7 (RFI #24) - Proposed 24” RCP in conflict with existing HDPE pipe, light pole foundation, and down guy. Resolution required re-angling the RCP with a new connection to a manhole. Cost: $13,631.12

PCO #8 (RFI #29) - Conflict between 2” sanitary sewer line and 36” RCP required offset of the sanitary sewer line. Cost: $6,076.86

PCO #9 (RFI #33) - Channel lining specified in plans had no corresponding line item for compensation. Cost: $18,759.38

PCO #10 (RFI #30) - Existing waterline in conflict with the main trunk line on Aldine was struck; offset of the waterline was required. Cost: $9,287.51

PCO #11 (RFI #38) - Harris County Flood Control District required the gravel access road per plans to receive cement-stabilized subgrade, not included in original bid. Cost: $251,200.00

PCO #12 (RFI #21) - Revised plans issued by the Engineer of Record added significant scope: new drop inlet, 533 LF of RCP pipe, 330 LF of sidewalk, and miscellaneous work. Cost: $122,695.62 and 14 additional contract days.

PCO #13 (RFI #36) - Due to a 3-foot elevation change from the new roadway to existing roads, switching from Phase 2 to Phase 3 as originally planned posed major safety concerns. A new traffic control Phase 2.5 was required, including temporary road closures, uniformed off-duty officers, milling, asphalt taper transitions, and temporary hot-mix asphalt for safe traffic movement. Cost: $101,005.40

PCO #14 (RFI #37) - It was identified in the field that removal of the existing grate inlet at the Exxon South driveway (DW#7) would have left upstream inlets with no outlet for drainage. The resolution was to relocate the drop inlet into the new driveway and connect it to the newly installed drainage system. This solution was reviewed and accepted by the EOR and Precinct, with the proposed work cost of $16,936.66 approved by the Precinct. Cost: $16,936.66

Expected Impact:

These changes allow the contractor to be compensated for various work required and approved to keep the project progressing through conflicts and mitigate safety hazards to the public, while maintaining strict adherence to contract specifications, plans, and other jurisdictions as required.

Alternative Options:

Currently, no alternative options are available. These changes were required to ensure the project moves forward and public safety. Additionally, these changes were concurred by the precinct.
