title
Request by the Office of the Purchasing Agent that the County Judge execute an amendment to an agreement with Brinkley Sargent Wiginton Architects, Inc. in the additional amount of $37,000 for additional professional engineering services required to complete the project for professional architectural and/or engineering services for the design of expansion for the Harris County Sheriff’s Office Training Academy Facility for the Office of the County Engineer (240306), MWBE Contracted Goal: 19.5%.
end
Background and Discussion:
The Harris County Sheriff’s Training Academy, located at 2316 Atascocita Road in Humble, Texas (Precinct 3),
opened in 2006. Currently the Academy is significantly restricted to hosting no more than two BPOC classes
per year. On March 27, 2025, Commissioners Court approved an agreement with Brinkley Sargent Wiginton
Architects, Inc. for professional design services for the expansion of the Harris County Sheriff’s Office Training
Academy Facility as part of the 2022 Safety Bond Program, Proposition A. The expansion will include a
complementary interconnected building with three large classrooms capable of accommodating up to 220
students total. This contract amendment provides for additional professional design services related to the
development of documents to procure Furniture, Fixtures, and Equipment (FF&E).
Expected Impact:
Approval of the Professional Services Amendment will allow the Technical Consultant to provide expertise in the selection of and development of procurement documentation for the Furniture, Fixtures, and Equipment (FF&E) required for the new facility.
Alternative Options:
The County could elect to reject the request; however, if not approved, the lack of Technical Consultant support to advise the Harris County Sheriff’s Office will hinder the selection and procurement of the most efficient and appropriate FF&E for the new facility.
