Background and Discussion:

On July 15, 2024, Commissioners Court approved a Standard Operating Procedure (SOP) for the County’s Revolving Energy Efficiency Fund (REEF). The SOP states that the Office of County Administration, in consultation with the Office of Management and Budget, will recommend a budget for the fund as part of the annual budget cycle. The policy approved by the Court specifies that 50% of the funds saved through energy efficiency measures will be budgeted in the REEF.

As part of the FY27 budget process, a transfer of $490,129.39 into the REEF budget is recommended on the August 6 Commissioners Court. This represents approximately 75% of the FY27 budget, the remainder to be transferred in Q1 FY27 once savings calculations are finalized.

The FY27 REEF budget will fund a range of strategic initiatives, including energy management services, ongoing measurement and verification of energy efficiency projects, software for identifying energy-saving opportunities, an energy management dashboard, energy audits and efficiency development studies, energy management internships, and professional development training.

Expected Impact:

The transmitted budget will allow continued investment and management of energy efficiency projects and drive additional savings in County utility bills.

Alternative Options:

If Court chooses not to adopt the transmitted budget, the Office of Sustainability would have to find alternative funding to continue the energy management service.
