Background and Discussion:

The construction project along Holland Avenue, extending from Clint Drive to 18th Street, involves the installation of sidewalks and driveways to enhance pedestrian accessibility and safety.  This initiative aims to provide a continuous and ADA-compliant pedestrian pathway, improving connectivity for residents and facilitating safer routes for pedestrians.

PCO -18: Adding 10 days

The contractor requires a 10-day contract time extension due to unforeseen site conditions that prevented the installation of the pedestrian pole at the planned location.  Existing underground utilities conflicted with the original placement, necessitating an adjustment to the sidewalk layout to accommodate these utilities while ensuring proper installation of the pedestrian pole.  The revised location and sidewalk modifications will enhance the pole's accessibility and functionality, providing a safer and more effective placement.  Additionally, the new location will be further protected by a wooden post, improving its durability and safeguarding it from potential impact.

PCO -19: Adding 5 days

The contractor requires a five-day time extension due to delays in relocating the school flashing signal, which was impacted by changes to the parallel parking layout.  The relocation of the signal could only be properly assessed after the parallel parking modifications were finalized to ensure its placement effectively serves its intended purpose.  This process required additional time for studying the optimal location and coordinating the necessary adjustments.  Given these dependencies and the need to maintain safety and functionality, the requested extension is reasonable to allow for proper execution of the work.

PCO -20: Adding 15 days - $21,275.00

At the intersection of Holland Street and 16th Street, the plans propose the installation of pedestrian signal poles and push buttons as part of the existing traffic signal system.  Upon review, it was determined that the existing mounted signal cabinet is undersized and cannot accommodate the additional equipment required for the pedestrian enhancements.  To ensure proper functionality and integration of the new pedestrian features, it was agreed that a new, appropriately sized signal cabinet must be installed.  This modification will result in an additional cost of $21,275 to the contract and will require scheduling a subcontractor to perform the necessary work.  As a result, the contract duration will be extended by 15 calendar days to account for the added scope.

PCO -21: Adding 30 days

Per the request from the City of Galena and with concurrence from the Precinct, it has been agreed to include the construction of driveways at 308 and 304 Holland Avenue, as well as the installation of sidewalks at 1906, 1905, and 1904 Holland Avenue.  These items were not included in the original contract plans but are necessary to address community access needs and ensure continuity along the project corridor.  The proposed work can be accommodated under the existing bid items.  However, to allow the contractor sufficient time to complete the additional scope, an extension of 30 calendar days to the current contract duration is recommended.

PCO -22: Final Adjustment

This change will allow us to adjust the bid quantities against to work performed by the contractor will result in paying the contractor for complete work and deducting the remaining funds in the contract.

Expected Impact:

Change allows unused funds to be returned to Harris County and allows the Contractor to be compensated for the work performed
