Background and Discussion:

This Agreement will fund the South Mayde Creek Bypass Channel in the Addicks Reservoir Watershed. The 89th Texas Legislature allocated funds in Senate Bill 1 to the Harris County Flood Control District. Senate Bill 1 was signed by the Governor on June 22, 2025, and will be effective on September 1, 2025.  This allocation from the Texas Legislature is being obtained through the Texas Water Development Board.  The project in Senate Bill 1 is the South Mayde Creek Bypass Channel.

 

Expected Impact:

This agreement would fund design and construction of the two sedimentation basins and a channel bypass from Greenhouse Road to Barker Cypress Road. The two sedimentation basins will provide approximately 109 acre-feet of storage volume and are intended to be a centralized location area. The bypass is estimated to be roughly one mile and incorporates natural stable channel design elements. The project will provide flood risk reduction benefits, which will be quantified in design.

 

Alternative Options:

The alternative to approving this item would be to not accept the grant funding, wherein existing flooding risks remain in place, or the project will need to be entirely funded with local funding.
