Background and Discussion:

Currently, Harris County Personnel Policies and Procedures state that compensatory time is earned for hours worked over 40. HRRM has stated that Commissioners Court approval is required for the County Library to pay for overtime hours in lieu of compensatory time. Due to a very competitive market for library staff and extended absences, the department faces challenges in filling open positions. Additionally, as a second responder for Harris County emergency services, the County Library must maintain adequate staffing levels to function as cooling and heating centers when needed. The County Library will work closely with OMB personnel to ensure the labor budget is not exceeded. This request for approval was previously granted for Harris County Constable Precinct 5 on January 9, 2024, and for Harris County Constable Precinct 1 on January 30, 2024.

Expected Impact:

It is expected that allowing staff to work overtime for pay will allow the Library to temporarily fill vacant and extended leave positions and support Harris County emergency services, which will ensure library branches remain adequately staffed and ensure that designated library locations can function as cooling and heating centers when needed.
