Background and Discussion:

Harris County Public Health (HCPH) plays a critical role in protecting children and families from lead exposure, a serious and preventable public health hazard. Lead-based paint is most commonly found in homes built prior to 1978, and exposure can result in permanent health effects in children, including impaired brain development, learning disabilities, and behavioral challenges. Communities with older housing stock and low-income households remain at the highest risk for lead exposure and related health disparities.  HCPH has utilized American Rescue Plan Act (ARPA) funding to expand lead hazard control and Healthy Homes activities across Harris County outside the City of Houston. ARPA-funded positions support essential program functions, including community outreach, environmental assessments, lead sampling, contractor coordination, project oversight, temporary relocation, and regulatory compliance in accordance with U.S. Environmental Protection Agency (EPA) and U.S. Department of Housing and Urban Development (HUD) requirements.  As ARPA-funded activities continue and approach the end of the allowable expenditure period, extending these ARPA-funded positions is necessary to complete remaining scopes of work and ensure allocated ARPA funds are fully expended in compliance with federal requirements.

Expected Impact:

Approval of this request will allow Harris County Public Health to extend ARPA-funded lead hazard control positions, ensuring the completion of remaining ARPA-funded lead hazard reduction and Healthy Homes activities. Extending these positions will support the full and compliant expenditure of allocated ARPA funds while maintaining program capacity and operational continuity through the ARPA end date. This action will enable uninterrupted delivery of critical services that reduce childhood lead exposure, improve housing safety, and protect vulnerable families residing in high-risk housing across Harris County.
