Request for approval of an interlocal agreement with Harris Central Appraisal District and Harris County, in the amount of $600,000, to participate in a cost share for Imagery (“AccuPlus and Obliques”) including all associated Imagery (“AccuPlus and Obliques”) related services (Agreement No. 2024-29 Countywide).

Background and Discussion:

The Flood Control District has had access to ortho and oblique imagery through HCAD’s contract with EagleView for the last 3 years. The intent is to (1) have access to imagery captured on an annual basis to establish the condition of our channels prior to a disaster event. This imagery can then be used to verify that damage during an event was caused by the event and was not a pre-existing condition; (2) Have access to high resolution annual imagery that District staff can view in order to view a relatively current picture of the Flood Control District’s assets.

Expected Impact:

HCAD’s new contract with EagleView captures imagery on an annual basis for 2024 thru 2029. Image capture begins in mid-December and typically will last through early February. For 2024, imagery capture started on December 15, 2023. Imagery is available for previewing within weeks of capture. Final product consists of ortho and oblique imagery by April-May, and another ortho certified for horizontal accuracy by typically in July-August. The impact for the future is much the same as the original intent:

•                     Have access to imagery captured on an annual basis to establish the condition of our channels prior to disaster event. This imagery can then be used to verify that damage during an event was caused by the event wasn’t a pre-existing condition.

•                     Have access to high resolution annual imagery that Flood Control District staff can view in order to view a relatively current picture of the Flood Control District’s assets. Access to the ortho’s and obliques can minimize the amount field visits to view a condition of the assets.

•                     Oblique access is available as an online service with connectivity to the internet. Orth access is available as a service as well as a digital copy that can be hosted locally on the Flood Control District’s servers.

•                     It is anticipated that the resolution of the imagery via HCAD’s contract will improve during the 6 years, providing the Flood Control District with better resolution allowing staff to see more detail in the future.

•                     By structuring the agreement to allow sharing with the County, the District can recoup the costs of this imagery with contributing funds from Harris County Engineering and Universal Services.

•                     In the event of a disaster that meets specified criteria, EagleView will recapture areas up to 500 square miles at no additional cost. Additional areas can be captured at a fixed specified rate.

Alternative Options:

Other vendors do not provide the same amount of legacy information, as well as the ability to provide input on when the imagery is flow.
